Federal prosecutors say she provided her employees with fake OSHA cards.

A Rochester contractor pleaded guilty to falsifying OSHA documents Monday.

The owner of M Design, 46-year-old Margaret A. Tobin, pleaded guilty to unlawful identification after federal prosecutors say she provided her employees with fake OSHA cards.

Tobin was hired in 2016 as a subcontractor for a state-funded construction project in Rochester.

In order for the City of Rochester to receive state funding, each employee was required to complete an Occupational and Safety Health Administration (OSHA) training course before starting the project.

Prosecutors say they were instead provided with fraudulent cards that were submitted to the city.

Tobin is scheduled to be sentenced on September 6.
