A new report says the City of Rochester is one of the poorest cities in the country.

According to the U.S. Census Bureau, nearly 65,000 people in Rochester live in poverty. That's more than 30-percent of the population.

Rochester ranked as the second poorest city in the state behind Syracuse, and 12th in the nation. Flint, Michigan topped the list.

The federal government considers a family of four to be living below the poverty line with an annual salary of $24,944.
